NOVEMBER 5, 2019 SPECIAL ELECTION

On November 5, 2019 the voters in Phelps County will be presented with a Local Option Use Tax for the entire county.  The voters of the Cities of Rolla and St. James will also be asked to decide on a Local Option Use Tax for their city, at the applicable tax rate.  Additionally, the voters living within Phelps County who maintain voting addresses in the Licking R-VIII School District will be asked to decide on an increased school tax levy.

The link below will show you the ballot types ("BT" in the upper right-hand corner) in use for this election.

    • Rolla voters will use BT 4;
    • St. James voters will use BT 3;      
    • Licking R-VIII School District voters will use BT 2; 
    • ALL OTHER Phelps County voters will use BT 1.

The deadline to register to vote in the November 5, 2019 Special Election is Wednesday, October 9, 2019.

Absentee voting begins, as with all other elections, 6 weeks prior to the election, on Tuesday, September 24, 2019.  Absentee voting may be done through the mail by submitting an absentee application to the office.

See the form and instructions below, as well as the legal reasons for voting by absentee ballot in the state of Missouri.  Missouri law requires that requests for absentee ballots to be sent by mail cannot be accepted after 5 p.m. the second Wednesday prior to the election (October 23, 2019).

Phelps County voters who wish to vote in the County Clerk’s office, as walk-in absentees, may do so during normal office hours beginning 9/24/2019 and ending 11/4/2019 at 5 p.m.  Please bring an I.D.  Absentee voting in the County Clerk’s office will also be available for four hours, the Saturday prior to the election (November 2, 2019) from 8 a.m. to 12 p.m.

PLEASE NOTE:  If you are voting absentee by mail, you must have your signature on the outside of the ballot envelope notarized, or your ballot will be invalidated.  The exceptions to this requirement are absence due to membership in the uniformed (i.e., military) services or being overseas (such as with the foreign service), or voting absentee for reason of incapacity or confinement due to illness or physical disability, including caring for such an individual, pursuant to Missouri statutes.

In order to comply with the accessibility requirements of the Help America Vote Act, some polling places have changed.

Polling Places - If you are unsure what your polling place is, look at your Voter Identification Card, your voting ward is printed on it.


ATTENTION PHELPS COUNTY VOTERS. Due to the passage of Senate Bill 675 which became effective on August 28, 2002, all voters will be required to show approved identification before being allowed to vote in all future elections, beginning on November 5, 2002.
